She was fluent in Greek, Aramaic, Latin, and Egyptian. Each language was connected to an entire civilization, and Zenobia sought to draw all of them into her court.

Decisive was her invitation of the rhetorician Longinus as court tutor and advisor. He was the foremost literary critic of the age, educated in Athens, Alexandria, and Rome. Under his instruction, she is said to have read and compared Homer's epics with Platonic philosophy. It was an expression of the will to make Palmyra a second Athens in the middle of the desert. She absorbed from Homer the grammar of heroic narrative and from Plato the logic of governing philosophy simultaneously.

Scholars and intellectuals flocked to her court. Among Syrian intellectuals of the time, a discourse flourished that Greek culture had originated in the Near East, and Zenobia exploited this politically. The logic of adopting Greek culture while placing its origins in the East became the basis for claiming that Palmyra was a more legitimate heir to civilization than Rome. A court that read books was itself a battle line against Rome.
