When Liu Bang entered Xianyang, the capital of Qin, his generals scrambled for gold, silver, and women. Xiao He ran alone to the chancellor's office. What he carried out were Qin's legal codes, census registers, and maps of the realm.

These documents recorded in precise detail how Qin had governed, where the people lived, and which roads connected which fortresses. The reason Liu Bang could send a ceaseless stream of grain and soldiers from Guanzhong to the front during the war against Xiang Yu was the paperwork Xiao He secured that night.

For Xiao He, writing was not about reading but about building. He distilled Qin's harsh statutes into the Nine Chapters of Law and designed the administrative skeleton that would sustain the Han Empire for four hundred years. He did not sit before a shelf to contemplate the world. He built the shelf himself.
