His father was a village schoolmaster. Jeon Bong-jun grew up steeped in Confucian classics and was well versed in classical Chinese scholarship. The Mencian principle that "the people are the most important, the state altars come next, and the ruler is the least"—this idea of people-centered governance was lodged deep in his thinking.
After joining the Donghak movement in 1890, he encountered the doctrine of Innaecheon: that a human being is heaven itself. Confucian people-centered thought and Donghak egalitarianism converged in him. What he drew from scripture was not a method of self-cultivation but grounds for uprising. The shouts of farmers gathered before the Manseokbo irrigation weir were the consequence of that reading.
At his trial, Jeon Bong-jun testified: "Donghak cultivates the mind, takes loyalty and filial piety as its foundation, and seeks to protect the nation and secure the people's welfare."
