Clear reward and punishment — this always wins.

The spear and shield of contradiction must be checked again.
A weak law makes a weak state. Rebuild the law.
Words are easy; execution is hard. Focus on execution again.

Defeat

A ruler's mistake — unable to stop the self-interest of ministers.
Without Shi, no law, however strong, is of any use.
Loosen punishment and the state crumbles. Tighten it again.

Cut with the sword of the law!
Tighten with reward and punishment!
Tear out the roots of self-interest!
